Millions in South Sudan in Urgent Need of Food, U.N. Warns

When the government itself is seemingly a large part of the problem in its people getting the food and aid they need, should the world’s efforts focus on reaching and reasoning with the government, or focus on continuing its humanitarian mission of trying to bring in food even if most of it does not reach the people?
